Enable CIR, select
interrupt level,clock select.
Hook system interrupt.
Set RX baud rate.
Set RX demodulation parameter:
carrier range,sync mode.
Set RX FIFO threshold.

Make sure RX FIFO is cleared.
Set RCR register:
RXEN and RXEND to 1.
Set RXACT to 1 to assert low.
Wait data until timeout.
