A high signal selects the EEPROM for read and write

EEPROM DATA OUT:
Serial data from the EEPROM to the MB86703. Forcing
this input to ground during RESET_DRV places the MB86703 in ‘NEC Mode’.
This changes the addresses of the ADDRESS and WRITE_DATA ports to
0x0259 and 0x0A59, respectively, to provide compatibility with NEC98 series
computers. When not in NEC Mode, the port addresses are 0x0279 and
0x0A79, respectively.
