Bit 7..6 CHARGE SAFETY TIMER VALUE0/1:
00 = safety timer times out after 4 hours
01 = safety timer times out after 5 hours
10 = safety timer times out after 6 hours
11 = safety timer times out after 8 hours

0 = pre-charge timer, fast charge timer and taper timers are disabled
1 = pre-charge timer, fast charge timer and taper timers are enabled
