The scheduler threshold SbMaxEpdCi is defined per traffic class and defines the
maximum number of buffered cells in all the queues of the scheduler at which
cells/frames of this traffic class are discarded or ABR congestion indication is set.
For rt- and nrt-traffic the same threshold and counter are used because an individual
traffic class includes either rt-traffic or nrt-traffic (both together is obviously not possible
- therefore ’None’ in row ’rt- and nrt-Traffic’).
